State-backed Propaganda Networks Flood Platforms with Low-quality AI Content

A report from analytics firm Graphika concludes that nine major state-linked influence operations — including networks tied to China and Russia — are now heavily using generative AI to create text, images, videos, and fake personas. Researchers say the shift has made propaganda production cheaper and more automated, but the resulting output is mostly low-quality “AI slop” that receives little engagement.

Examples include poorly translated posts, synthetic news anchors, fake news sites with visible AI prompts, and unconvincing deepfakes of celebrities and political figures. The findings contrast with fears that authoritarian governments would deploy highly sophisticated AI deception at scale.
